4,500 rpm Engine Cut Out

I have a 2023 Jeep JLUR with the 3.6l engine the manual transmission. I have the 6 speed manual transmission. At 4,500 rpm in 2nd gear the engine stutters/cuts out on me. Is there an rpm or speed limiter set in the programming of the software for the Jeep?

I have had the recall completed for the clutch, but need a new transmission sensor due to it not being compatible with the software upgrade. Is this a possible reason for the issue I am having?

You can't really be sure until your transmission issue is resolved. Your problem is 99% bullshit though. " a new transmission sensor due to it not being compatible with the software upgrade" isn't a description of anything.

I have a 2023, 6MT Willys.

Shortly after I got it, I had a problem with the clutch pedal sensor. This caused several 'issues' when it threw the code including an RPMs being limited. Have your dealership check for codes.
