Nah...CHP is announcing that everyone has to return what they picked up. They have video and pics of people and license plates. Major fines with jail time for not turning it back in. Apparently the law is pretty well settled on it, and finders keepers doesnt apply.

I would bet that many of those who turn the money in don't turn in all they picked up. I'm sure they know they're on video and that they have to show up with at least some money but they "forget" to turn in all of it.
