The height of the tires will only affect how high the axles and chassis are over the ground and the ramp. The size of the tire. The Rubi comes with 33s which raises the whole vehicle up so it allows you to get higher on those flex ramps and flex a little higher. Same reason you want bigger tires in general.
Greater suspension travel and axle width are the main ingredients for maximizing total flex. Things like more negative offset wheels, wider tires, and properly clearanced fenders and body to minimize bump stop spacing are ways to not unnecessarily limit travel and to enhance width.
A quick and easy way to get a visual of how axle width helps flex. Assuming a vehicles axle can be articulated 45° in relation with its chassis. Now take a brand new pencil and lay it flat on a desk. Lift one end up until it's at 45° and measure the height of the raised end. Cut an inch off the pencil and repeat. All else being equal, that pencil can no longer get as high up that ramp as before.
Another example of all else being equal. Litebrites "step child" lost points on Metalcloak's RTI trailer when all that was changed was going from 38's to 40’s.
