Discount tire is the way to go. Think the others don’t want to deal with the liability (or the perception there of).
DT sticks to the rules too, but Tire Rim Manufacturers Association approves 35/12.50/17’s within standard guidelines for 7.5” wheels and is good enough for them.( per DT) they did remove the trim rings but didn’t charge extra for it. ?
Safety is our number one priority. As long as the tires/wheels meet proper load carrying capacities, and the tire and rim widths are within acceptable ranges, Discount Tire will mount tires that are larger than the O.E. offerings.

Don't blame the stores or companies for these policies. Not like some Walmart exec is just sitting around and randomly decides they won't mount tires on a vehicle if they are different sizes. You need to blame the idiots out there who did something stupid and had an accident, but then turned around and blamed it on these companies and sued them. "Oh, I want 37's on my new Jeep so I bought a set from XYZ company last year". "Oh crap, I was speeding down the road in the snow, lost control of the Jeep, and plowed into a bus full of nuns.......I'm going to blame it on the XYZ company for installing these tires".

I've had good luck with Discount Tires. They put 33" tires on my lifted TJ with aftermarket rims. No issues.
