Uconnect WiFi for Dashcam?

Normally, the WiFi hotspots they put in these telematics systems are next to useless as our smartphones are better.

However, I was wondering if the feature would work for a dash cam. I can't find any info on if it's functional while off. I know the LTE is still active?
