For touching up the rust spots on cheaply produced black bumpers, is there a better product than just rustoleum? Maybe something longer lasting?

have you had issues with rustoleum professional holding up? because I've found it to be a pretty strong solution generally. If you don't neutralize the rust first, it's more likely to come back.

You could also try cerakote as a tough solution.

If you want a strong all in one, a trucker solution such as chassis saver would work.

Another two drastic solutions would be take it to a powdercoater to be stripped/beadblasted inside and out, and have it powdercoated. OR you could scuff the whole thing, neutralize rust, etching prime all exposed metal, and then hit it with a liner product like raptor liner.

Hope some of those ideas help.

EDIT: A good rust neutralizer over just hitting it with a paint that claims to stop rust, try a product called ospho. it works very very well.
