I had, from new, a 2018 JK Rubicon Recon 6spd with 4.10 gears two door. No rear seat, not lifted, stock tire size, maintained very well. In the upper mid-west and in the pacific north west my average MPGs at 70 mph was 17 with no head wind, 14.5 with a good head wind. With gear for a long trip, knock about 1.5 mpg off both numbers. I currently have a 2023 JLURD, the FarOut Ecodiesel. Over 19,000 miles on it (yes, I drive a lot) and my average doing 70 is 22, 55 mph I can hit 25 mpg. My average, all hand calculated in Excel, on the back roads I drive for work each day I average 22 mpg.

I am looking at a JL Rubicon, 2 door, 3.6L with the 8spd auto (because Jeep cannot figure out how a manual transmission works) and 4.10 gears. Sticker says 20 city and 24 highway. What are you all getting on hilly roads with wind and such? My theory, based on owning MANY FCA vehicles is that I will average 21 mpg. Thanks.
I have a 23 Wrangler high altitude. 3.6auto. Took a trip from Tennessee to Myrtle Beach. Did 23-24 mpg.

You’ll average 20 I think closer to 18 if you are hard on the gas
Flat ground maybe. Hills here. My JLR doesn't get that and I am easy on the pedal usually.

Well, no deal. Still rocking the Ecodiesel. Dealer played games with me, starting at $51,000 then capping out at $54,000 after a few days of chatting. Carvana was even worse on their offer. The number spoke and torque wins the day.

Probably depends on your definition of hilly I guess. Around here in the Appalachian Plateaus, my commute is only 100 to 300ft elevation changes.. but, those changes occur my entire commute, where I'm going up and down hills of that height constantly the whole way. Not really sure what the incline works out to for most of them, but some of the steeper roads have an average grade of 30% (so ~15° at most I guess). Most of the stoplights in the small town midway is enough to cause my ESS not to work due to excessive angle.

And wouldn't some of the elevation changes even things out a bit? The dash says I'm usually getting ~8 MPG up one of the longer hills, but 99+ down that same hill on my way back home. That has to average out to some extent (not to flat ground mileage, but some).

If I'm getting an average of 21 MPG during my commute, I'm guessing my 3.6L wouldn't have trouble getting 24MPG or a bit better on perfectly flat ground, which is the rated highway fuel economy on my window sticker. Seems about right.

Since OP is from your state, it's very likely they might get similar fuel economy closer to what you're seeing versus what I'm getting over here. Guess it just depends on where they're at, since a topo shows that your state has a lot of moderately hilly areas coming off the mountains as well.

Carvana has been playing games with their numbers lately. The values are going up and down all the time, they send me emails. Like you, I decided a new one was just too much money.
