Screeching from rear differential

2 times in the last 6 months I have had horrible screeching coming from the rear while driving. Now it has started doing it again. It doesn't increase or decrease with speed. Doesn't increase with engine rpm.
After reading another post on here from years ago, I put my jeep on the lift and I think the noise is from my rear pinion dust shield spinning.

This is my only vehicle and I work an hour out of town, 12 hours a day Monday - Friday.

It's almost 3 weeks before the local dealer can get me in for service.

3 things. Is this the dust I am spinning in the video? Do you agree this is a problem based on the attached video, and could I just have someone weld it?

This is my first time dealing with a pinion dust shield

In a pinch, just spray some lube on it to stop it from squealing. Welding it would work if done carefully enough I suppose. But if you weld it, warranty is forfeit.
