for 3.5in lift you need bottom mounted. top mounted drag link is only to fix steering geometry for lifts that 4.5in+.

As far as a track bar relocation, is that a standard thing people do when installing a 3.5” lift?

Just for the rear, yes. For the front I don't think it is necessary for a 3.5in lift. Your rock krawler lift should have this with it so you are good. https://www.northridge4x4.com/part/...8k-rock-krawler-rear-track-bar-relocation-kit
