I have a 2018 JLRU. I am looking at doing a suspension and tire upgrade. I’m not a hardcore trail rider or rock climber. I just need something that can lessen the side to side sway. Gain a few inches, and improve road performance.

Look at Dynatrac's Endurosport kit (https://www.dynatrac.com/lift-kit-f...t-kit-for-the-2018-2019-jeep-wrangler-jl.html). It only gives you maybe 2" of lift, depending on your vehicle weight, and it's really not for hardcore stuff; but, it's relatively inexpensive and they brag that it lessens the side-to-side thing and improves ride quality ...although I really don't know what ride quality you really want or it really means on a Wrangler.

Just ask @cosine he knows!
You might just consider a shock upgrade, and maybe combined w/ a small leveling/spacer kit if you want to run 35s on your Rubicon. If you want to run a taller tire then yeah, a "real" lift would be needed.
