Loose Front Passenger Side Fender

I have replaced all clips, tightened all bolts you can see with fender liner still attached, but my passenger front fender is loose still. Video hopefully attaches. Any advice would be welcomed.

There is a little plastic grid right there. Looks like yours may be broken or not attached

YouTube how remove the fender. Don’t actually do it as it breaks all the clips, but use the video to see where a couple bolts and push pins are at. I believe there is one right around where yours is loose.
