It's this a normal sound? Wine & Crackling

So I don't normally listen under the hood when my Jeep's in the Run mode. Today I was adding some AUX lights, so hit the ignition button twice. I hear this crackling sounds and a high pitched whine.

Is this supposed to sound like that??

Edited: forgive the typo in the title. I'm freezing as it's in the teens and I've been in the garage all morning.

If you're having a romantical evening cuddled with The Missus having a nice Malbec in front of the fireplace, then yes, the crackling is normal.

I hear that soft whine under the hood in ACC mode when I'm testing my aux lights...normal. But I've never heard a crackling sound.
