Fuse box

Have a 24 Wrangler xe and have seen a couple of spare fuse positions in the fuse box. Are these already powered or do you have to tap them? And are there any videos on how to add a fuse and how to have it either run off of the acc or the battery? Already using a fuse separator for one accessory but was looking for a cleaner look if I happen to add another.
