As it stand right now, can you drop a EV to replace a ICE without any adaption required?

The answer is simply no, therefore EV are sub par as they do not meet the requirements to replace the ICE at 1 to 1.
Yes, it's not a one size fit all situation, and in many cases the EV would be a superior replacement.

The problem is consumers tend to be stupid, and even more stupid when the government dangle free money to bait them into behaviour changes.

Governments have been subsidizing transportation (technology) for thousands or years. If we did not have our roads and highways I suppose there would be more incentive to buy a Jeep, or, maybe a horse.
Put another way, government have been mismanaging our money rather than building out and maintaining proper roads and highways.

TL;DR: that's an inaccurate figure widely repeated because it confirms biases. The paper it was originally misinterpreted from actually said: "The amount of Li-ion batteries collected in the EU in 2010 was estimated at 1,289 tonnes along with 297 tons of lithium. primary batteries. This is only about 5% of the Li-ion batteries put on the market, according to the Belgian recyclers, Umicore."

So
  1. This is not "currently," because it's a number from almost 15 years ago
  2. This is not the percent of dead batteries that are recycled. It's a comparison of how many are being recycled compared to how many are out there, not how many are dead. This could mean recycling rates are low, or it could mean that many more batteries are being introduced to the market than are reaching the end of their lifecycle, or it could mean that many more remain operational than are end-of-life.
  3. This is not specific to EV batteries, but to all Li batteries. It's a lot easier to haphazardly toss a cell phone battery than an EV battery, and there's a lot more cell phone batteries in circulation.

Given that it is not that easy to discard an EV battery pack and that there is recycle value in them, it seems logical that most would end up recycled. That should result in less mining than if they had not been recycled but it doesn't necessarily mean mining overall will decrease. The demand will go up for batteries as more things go "electric" and there will be more batteries in the market that need to be replaced (recycling cannot replace all the dead batteries).

Point me a EV today to can be fully charge in 5 minutes and that you can recharge where there is no infrastructure available ?

Point me a EV today to can be fully charge in 5 minutes and that you can recharge where there is no infrastructure available ?
It's hard to find gas where there's no infrastructure too.
