I couldn't find a JL tailgate antenna mount that placed the antenna (ham radio dual band) higher than those on the market, and that also would not involve messing with the tailgate hinges. So I made my own.
My first attempt placed the antenna behind the spare tire (see photo), but I think that the steel belt in the tire was messing the signal up, so I made another that put the antenna to the side (see photo) and this seems to work very well.
In the photos you can see my ground strap: it's terrible... this afternoon I'm replacing it with a braided copper strap that will go through the tailgate, to the tub of the Jeep, and down to the frame.
I also discovered that the coaxial cable I bought has a solid core... I think that it will break from the metal fatigue caused by frequent opening and closing of the tailgate, so I have some braided core coaxial cable on the way.
