Do you NEED this Velcro strap?

I know Jeep advises to use these straps, and I used them on my JK because, boy howdy, they were necessary to keep all the floppy bits in line and prevent the top from billowing like a pirate’s sail.
I get the feeling if they’re not needed on the JL because of the way the top folds. But I’m willing to be convinced otherwise.

On the 2 door I almost never put them on. However, I never ran it at interstate speeds and only around town.

They can help minimize soft top frame rattle noise when going off road or over rough bumpy roads. But I don't bother using them.

I used them once, when the vehicle was new. Subsequent drives with the top again in the Sunrider position, sans straps, revealed that they weren't really needed. Granted, I wasn't driving at Interstate speeds.

Only need them if you're going over 50 mph. I have driven in sunrider without them on the highway, and the top was catching the wind pretty badly. If you're going fast and don't want to use the Velcro, either going fully down or fully closed is probably the best course.

In the Sun rider position, no. With the top all the way down, yes. When not in use, store them in the tray next to the bolts for the doors.
