For the past few months the motor for the cabin air vent behind the glove box won’t stop cycling. Happens for about 3-5 minutes even when vehicle is off and when driving it never fully stops when the air is on recycle or external. Anyone have any idea how to stop this madness.

There is a calibration procedure:

INSTALLATION
Position the recirculation door actuator onto the right side of the HVAC air inlet housing. If necessary, rotate the actuator slightly to align the splines on the actuator output shaft with those on the recirculation door pivot shaft adapter.
Install the three screws that secure the recirculation door actuator to the air inlet housing. Tighten the screws securely.
Connect the wire harness connector to the mode door actuator.
Verify the wire harness connector is securely attached to the recirculation door actuator.
Install the glove box (Refer to 23 - Body/Instrument Panel/GLOVE BOX, Instrument Panel/Removal and Installation) .
Connect the negative battery cable(s) (Refer to 08 - Electrical/Battery System/Standard Procedure) .
Initiate the Actuator Calibration function using a scan tool (Refer to 28 - DTC-Based Diagnostics/HVAC - Standard Procedure) .

so i would need a scan tool to complete this procedure? any other ways its possible to reset or is this something easy for a dealer to complete?

You'll need a scanner capable of two way communication, not sure if JScan is capable.

Looks like book rate is 0.6 hours for the replacement of the actuator, the part itself retails for under $50.

If you don't have access to a capable scanner, and assuming you are out of warranty, I'd think a local shop with the right equipment should be capable of doing this for you.

Since the actuator end is so cheap/easy, that's probably the best place to start. Then it's wiring and the HVAC control module itself.

Replace the damn actuator. The actuators self calibrate after most ignition cycles. You shouldn't need to do a manual calibration
Good news.

Looks like, pull glovebox, disconnect, 3 screws.
