I have a new 2022 unlimited willys xr 35. Got opportunity to upgrade fromt bumper with a 2019 jl steel bumper. Will it fit? Any other pieces need replaced?

You'll need the metal skid plate, the 2 brackets for it (OE had nutzerts for them, can use bolts/nuts instead) if you're not using a winch you'll want the filler panel for between the bumper and the grill (maybe the XR has it, I know the sport/Willys normally don't, Sahara/Rubicon can reuse the stock filler panel).

You’ll also want to research fog light mounts as well, since they aren’t a direct bolt in swap from plastic to steel.

Most of the skid plates listed on websites do not come with the necessary hardware. You can order the skid plate with the necessary brackets and hardware using this part number:
