In PA, if the trailer is less than 3500# rating, no brakes or annual inspection are required. Once you add brakes, annual inspections are needed.

My trailer has brakes, but I used it for over a year without a controller. I had a Prodigy P3 controller left over from a previous vehicle and just recently installed that in my Jeep. I didn't have to splice any wires because I used a cable from eTrailer.
