Mine does that at times, sometimes it engages and other times it doesn't. I always put 2 velcro straps around the top to keep it from "ballooning" at high speeds anyway. It's not like the top is going to fly up when it can't catch air.

Here is my Jeep with the top stuck in its position with the back handle that I think is the problem.
