2018 JLU no horns

I recently had my horns atop working. Im not sure exactly when they stopped bit i did replace the aux battery a few weeks ago.
the horns do not work from the wheel, the door locks or alarm. When i try and read the voltage from the plug on the horns im seeing 0.004-0.009 when i lock and unlock the doors or turn on the alarm. Any ideas what im missing here. Should i pull fuse box amd plug and reseat everything?

Fuse has been checked, it was good. But changed just in case

I cant seem to figure out which one is the horn relay.
