Common sense, and 3rd grade math, says you have a cab and deck at 8'+ height(looked close to 9), you can't put a 6' high vehicle above that and stay below the 13'6" max height regulation.

Seen things similar to this before, many times. After hours of head scratching, and my suggestions of airing the Rigs tires down, a redneck heavy duty tow truck driver just airs the tires down, and drives the rig out. In this case, let all the air out of the jeeps tires.
