It depends on the tire size in my opinion. Stock size looks better with end caps, 35's and above look better without.

You need to remove the caps for tire sizes over 35 inches or they will rub.

I removed them. They would provide some additional protection in a collision angled on the front.

I voted with caps because the build I want to do with my JLU I don't really need tires bigger than 33". My concerns is how fast/bad do these bumper rust? Are there any rust preventive add ons available?

It's an OEM bumper so it meets the same standards as the other parts of the vehicle. If you're up North with heavy salt usage then I would use the normal rust prevention methods and I think you'll be fine.
