Will a lift stop front bumper rub?

My tires stick out a bit and slightly touch the front bumper and the rail guard and full turn. Will a lift help with this issue?

I think the general answer is yes, but it might be helpful to have some pics, trim/model info, wheel specs, tire specs, etc.
