Looks like a Microphone. But seeing it is down low, it is probably an A/C sensor. Do you have one on the other side? Do you have duel climate control system?

@Ratbert is close. It’s a government listening device cleverly disguised as an in car temperature sensor. Quietly wrap it in foil. If you disconnect it they will know.
