Well I use it for a small flag when wheeling with multiple jeepers, also was used for an antenna installed in the jeep.

Yep, it's probably a flag mount, used in many recreation areas. I have two, in an aftermarket bracket. I use them for a GMRS antenna and flood light, but I used it the first time for a flag mount at the dunes.
