Looking at a used 2018 Rubicon with 26k miles. They have 42.9k on it. It has:

8.4 Infotainment screen
Tow package
LEDs
Steel Bumper
Non painted hard top and fenders
3.6 V6
Auto

Opinions on what is a good price on this?
For $7k more ( I know, that's a lot), I got a brand new '20 factory order with those options, as well as dual tops ($2300), the painted flares ($495), leather interior ($1500), proximity entry ($495), safety package ($895) and the cold weather package ($895). That equals $6600 of the $7k difference. So this dealer's offering you $400 off for a 2 MY old vehicle with 26,000 miles.
Highway robbery.
MSRP on a '20 specced the way you have it is $50k, which means a factory order at 5% below invoice (conservative) would be in the $45k neighborhood. MSRP on that rig would have been $1000+ less, so if it was FO'd, they paid around $44k max. New.
You should be able to find new 2018s on dealer lots with similar options for $10-12k off MSRP, which would put them around $36-38k with NO miles. I doubt this dealer would bring this Jeep down to the sub-$35k range where it should be, so just look for a leftover.

Thats not a bad price for a used 2018. Offer less if they take it purchase and move on. I bought 2 wranglers fully loaded. If it fits your budget buy new...
