Unfastened trim piece?

I was doing some lighting mods on my new Wrangler the other day. When I disconnected the one screw on the wheel well edges of this piece of trim below the grill, I found that there were no other button connectors holding it down (red circles) or to the back of the bumper (red arrows). This seemed strange but though I would see if this is normal.

One pop clip per side is correct. That's a filler panel that gets removed when installing a winch.

Edit: just upped my screen brightness and saw that you don't have the 2 pop clips in the top recessed holes of that panel. I have a Rubi with steal bumpers, so for some reason yours is attached differently. Apologies for my confusion
