Soft top locked

I bought a used oem soft top and it hasn’t been on the Jeep yet, I noticed something didn’t look quite right. Looks like one of the rear locking units (not sure what they are called) is stuck in the locked position while the other is not. See pictures of what I mean. The top unit is the one that is stuck and seems to be rotated 90 degrees versus the one on the ground, any ideas how to get this top one to unlock? Is there a certain position they need to be in to release the lock? Thanks!

Probably just need to close it more to unlock it, on my 2-door with the window bag in the back I’ll have to push the top down to unlock it.
