recommendations for touching up bumper

I"m on my 3rd bumper, with the first 2 having been heavily damaged during shipping. this one, though mostly ok, has a few scratches that I'd like to do some touch-up on to mitigate or at least slow down the rusting that has, after only a week, slightly started.

any recommendations for product/method of touching up the bumper in a couple small spots?

The steel pergola in my backyard began to show some bubbling from rust, so after sanding and smoothing, I spray painted it with some Rustoleum Rust Reformer. It crossed my mind that I'd eventually use the same product on the steel bumper on my Wrangler.

When it was new out of the packaging, the steel bumper had a few scratches that hadn't exhibited any rust, so I just touched it up with black nail polish.
