Rearview Camera Recall

I just received this recall notice from, of all things, my GasBuddy app. Anyone else see this? Not a huge thing in the grand scheme of things, still...

Sometimes my 7" screen and the buttons below it take extra time to "wake up", about 10 seconds or so. I wonder if this is related. I can see a situation where if you start it up and go in reverse, it's not ready to meet the intent of the federal requirement.
