Question on rear seat belts

This is a strange question but I am more curious than anything. Funny for the first time I am using my back seats for people (ha ha), it has been setup for my dogs full time since new. I was cleaning everything and the there are 3 female buckles but the one on the drivers side (smaller seat) has an elastic tether on it. Seems like it has no purpose. I thought maybe so it does not bounce off roading but then the other two do not.

Mine is the full leather with the pull down center console if that matters.

It does not hurt anything and could even be removed but curious on its purpose if any.

The same elastic tether in another vehicle of mine was intended to hold the female belt buckle in place so it didn't foul the movement of the seat when I was folding it down/forward.
