Plastic Bag(?) in Passenger Footwell

So did you finally take that bag out? It seems that if it does not want to come out, it’s better to leave it as it is. But curiosity is still strong because who knows what it is?
At first, I thought it was garbage someone put there or forgot. But it might be indeed a part of a wiring harness or air conditioning system. I didn’t know they used Ziplock Bags to secure connections between wires in cars. But it seems to be the point.
If I found something like this in my car, I would not touch it and would prefer to forget it exists, so it does not bother me anymore.
