Here in Northern VA it has been happening less and less in the past year or so. When I go out along the trails though it is more frequent, say 9 out of 10 times. When I go down to NC it is hit and miss there a lot. I have noticed most of the younger crowd (college age) it hardly ever happens.
I tend to notice also less waving in the morning and I don't blame them as it is early as hell and if they are as tired as I am.
I wave because it feels right and when the other Jeeper waves back then its cool. If not then no big deal. My wife and kids ask why do I wave since so many don't wave back and I tell them the same thing every time. Just because nobody wants to hold open anymore to be courteous doesn't mean I am going to stop being courteous. I know it is not really the same thing as waving but I think goes along the same lines.
My $0.02..
