Installing soft top rear handle 68398994AB

So i joined the club that broke a 5th arm hinge arm and then upon replacing it, realized the cause of all my problem was that the rear handle broke and the steel pull cable is not engaging the hinge.

I ordered the part but can i replace the handle without replacing the steel cables? they seem to be a PITA because they are clamped to the rails with those little clips that seem to not be reusable and hard to remove--not to mention that i would need to pull the top to get at the hinge portion where they connect in.

are those little clips even included? anyone have the part numbers if not?
