Front Tow Hooks on EU/UK model

Hi

For those of you who have fitted front bumpers with red front tow hooks I'm looking for some help.

The Tow hooks require x2 (per hook) black reinforcement brackets. I see the nut and bolt that are part of the tow hook fasten to this. No problem.

At the TOP of the black reinforcement brackets, these appear to fix to the Jeep chassis/frame. Does the EU chassis have the correct nut and bolt already there as a blank to use to fix this bit or is the nut and bolt for this top section something that needs to be bought?

This is the part I refer to and the area specifically highlighted in red.

It has it on the side of the stock tow hook, so looking from the front of the vehicle - on the left. On the right side it doesnt.
