As mentioned, it was probably for a pair of magnet lights that sat on the bumper for flat towing. A much better and fail safe version is the one by @CoolTech https://www.cooltechllc.com/2018-jeep-wrangler-jl/107-jl-tow-harness-kit.html

I have been running that setup since he first came out with it and have not had a problem with them at all. I would change the transmission and differential fluids, no idea how much the previous owner towed it. I am running the Maximus tow loop setup. It took them a long time to get it right, but the loops are much higher up than the RoadMaster or Blue Ox systems.

Yes in both tail light housings. I strung the long cable from the back through the frame to a receptical on the front bumper.

I looked at that, and if I do cut into the harness, that's definitely the way I'll go. I like plug-n-play, but I also like tearing into stuff to install things!

The older I get, the harder it is to contort myself to install mods like this. I guess my final decision will be if my back hurts on the day that I order my solution!

The cooltech version does not require any contortion... I am approaching 55 and get what you mean. Does not seem too bad when I am doing it, just the day after!

LOL- I'm approaching 60, and spending time sitting/kneeling over the wiring harness at the passenger door is "becoming contortion" for me- or at least trying to stand back up without making too many noises!

"Will someone please grab the oil can? au176 is trying to stand up again!"
