I think I found what was causing the noise in my Rubicon. It was not always there and did not always happen, but as the months went by, it became fairly regular.
I pulled off the cowl cover on the driver's side to prepare to install my new cowl lights. There is a part number tag that is very loose and can slide up and down the wire and can easily flap making the buzzing sound. I just found it, so I will drive it soon and report back as to whether or not this was it.
