Driver side upper shock mount damage

My daughter showed up today complaining about a noise when driving. I crawled under the 2-door JL Sport and saw the front left shock was loose. Upon further invetigation, the top shock mount bolt was missing. I removed the shock to get a better look and found that the back side of the upper shock mount is missing. The metal literally looks like it tore away. She has not done any real off-roading, so this is really odd to me. There is a cheap 3" lift the previous seller put on (Rubicon Express), but again no serious off-roading at all.

I found a frame part on ebay that would have to cut the existing piece out, and weld that in. This is way beyond my skill set. Do you guys think a fab shop could mock something up?

Hmmm...Not entirely suer. I will have to go back under and check it out tomorrow.
I'm sure a halfway decent fab shop can fix this easy enough, but now the problem is finding that halfway decent fab shop.
I am in Southwest Austin area if anyone knows anyone.
