No ? I couldn’t
You can give it a shot with a normal drill bit since it will be turning it out, but the only thing I've found that will chew through tool steel I've found is full carbide (not carbide tipped).

Once you're through the tool steel, just drill through the head with a bit the size of the bolt threads. Carefull when you get to the end, the nut is kind of springy and can get pushed in. Once the head is seperated from the shaft, you can dremmel a flat head slot in the shaft and get it out with that. I still had to use an extractor to get the head off, but you can use a fat one. I'll edit with pics.

Just installed the Smitty Built Atlas door hinge step #7630. Straight forward installation. 2021 JLUR. No need to cut paint around bolt. I used a Craftsman Torx T50 3/8 drive socket I bought at Lowe's for $8. I stepped it up to a 1/2" drive 18" breaker bar. Tapped the torx in with a mallet. A couple light taps to make sure it was seated.

Everything else was just following the directions. A couple tidbits. The steps I have came equipped for the JK or JL. There was a package of cones for the JL. The directions covered all this.

While the directions clearly state a T50 is required for OME bolt removal (true) it does not state you need a T40 to tighten the new bolts. Also, be advised the steel backing plate in the door will wiggle when you remove the bolts but will not fall down in the door. The new bolts will pick the plate holes ups easily and without and fuss.

The directions include 24 ft pounds of torque for new bolts.
