The factory halogen taillight has an integrated reflector, whereas the factory leds don't. The only thing that ever made sense to me, is that bumper reflectors are not needed with halogens, but are needed with leds. Any other combinations from the factory are simply anomalies due to parts availability at the time of the build. I've yet to see a factory Jeep with led's without bumper reflectors, but have seen halogens with bumper reflectors. Redundancy is better than non at all, because reflectors are necessary pieces of equipment. At the same time, I've yet to fail the yearly inspections and my Jeep no longer has the factory rear bumper and it's reflectors or the front side reflectors. The only reflectors left on my Jeep are the rear side facing ones. NY inspections are strict but, knock on wood, I haven't had any issues.
