It's about registration. If your friend ever moves to a state or county (depending on the granularity) with Emissions inspections or standards, you wouldn't be able to register the vehicle there. Where you go etc won't really matter so much. It may also hurt their ability to sell their vehicle down the road, for the same reason.
Yeah, like I said, reread things and saw whatcha said. Yeah, see how florida is, and also tell him if he sells it not to mention the deletes as the feds watch diesel sales like a hungry vulture

Private sale would probably be the only way to sell it, unless the dealership did not do any kind of inspection at all.
Even then it will boil down to whether it will be required to pass emissions where it is going to. For instance where I live, If I lived in the main city for my county, or just over the interstate in another county, emissions inspection(s) would be required - but the specific town I live in it is not required so I could delete were I so inclined.

Would you still get in trouble for a diesel delete if you live in an emissions free state in South Carolina.

Legally, you're violating federal emissions law if you delete a diesel. There is no such thing as an emissions free state.

There are inspection free states. So if you do delete a diesel in one of those states almost no one would know.

But if you go to sell it you may run into issues. Some people who have an ad where they say it is deleted got busted. And you would only be able to sell private party. Any dealer wouldn't buy it because they can get in a lot of trouble.
