Declining Quality on OEM Rims?

I recently got a good deal on a full set of new Willys takeoff rims/tires and had them mounted at a well-regarded national tire store. When I got my Jeep back, I noticed that they had gouged the inside of the rims, so I filed a claim for damage. The store was great and ordered a complete new set of rims ASAP....BUT when they arrived, we noticed that the Jeep icons on each rim was just a sticker, not painted. One was actually missing, and another one was already peeling off. Furthermore, the paint on each rim was shoddy, and really didn't extend beyond the outward face of the rims. Backsides just looked like a dusting of overspray, unlike the rims that came with the vehicle, which were solid black throughout. The tone of the paint was slightly off too...a noticeably lighter shade of black than the originals.

Of course, we checked each rim to ensure they were appropriately marked with the Chrysler symbol and correct part number, so these definitely weren't knock-offs. I am now on my way back to the shop to have them reinstall the originals, but we couldn't believe how terrible these rims were. Is this just another sign of FCA's declining quality and poor QA? Just curious if others here have seen the same thing.
