Previous owner had RV attachments welded to the front bumper. Can I just remove these with a cut-off wheel on an angle grinder? I’m wondering if their removal will leave holes. Excuse my ignorance, I know little about metal fab.

Somebody had a lot of faith in their welding.

Yes, you can cut those off, though there will be a scar where they once were. Sand it down and hit it with some anti-rust protection and paint.
