Bumper help- what am I missing?

So I am installing the HK off-road shackle tab for my stock OEM steel bumper. I do have an arctec winch tray with a worn Zeon 10s winch in there. For the life of me, I cannot get to the bumper frame horn bolts with any tool to take the bumper off. I know I took it off and installed it one time way back when for the winch. What am I missing? Did I forget a trick?

The HK Offroad shackle tabs can be a real pain in the ass to put on. They welded the bolts to the shackle tab plate, but didn't align them very well. I ended up messing up the threads when trying to get the modified bumper mounted back to the frame, and some of the nuts got cross-threaded, since you can't see the inside bolts very well with a winch in there. Long story short, I ended up having to cut the bolts off and install new ones (I didn't weld them). I no longer have alignment issues, but there are other issues with bolts flopping around until you get everything installed and nuts threaded on. Just make sure to watch your torque and make sure you don't cross-thread when installing.
