What method does Jeep use to send out OTA updates?

What method does Jeep use to send out updates? Satellite transmission (e.g. Sirus), Cellphone tower, cellphone sync (Bluetooth, etc.)? Jeep has called me several times to see if I have received the ORP update (I haven't).
The cellphone reception where I live is very spotty. I wondered if bad reception prevents updates from occurring.
Jeep said that I need to have the Jeep in an 'open area' and running for a minimum of 1/2 hour.
