I agree with you. Day to day it's not a problem as I don't drive around drawing too much attention to myself. But I need to find a fender solution to pass inspection so I am in tough situation.
Find a new inspection station. I live in PA and this is not an issue for me. Both my truck and my TJ had tires past the flares and nobody cared.

I upgraded to the Bushwacker Hyperform fender flares back in March, just found this thread and thought I'd share my pictures of them, and my thoughts, here in case anyone else is considering them. I really like the look of the front ones and the LED DRL, which is why I went with them. I had the factory painted flares, and wanted to take them off before beating them up too much off-roading. Installation was fairly easy, and you can retain factory plastic fender liners but you have to trim them, I chose to go aluminum. The back ones look basically like the factory black plastic flares, and fit perfect. The front ones however left a little to be desired on fitment, I don't really care about the gaps on the backside of the fender flare. This is mainly due to the fact the fronts don't reutilize every clip hole from the factory that the stock ones do (I'm going to attempt to see if I can do that and make them fit tighter) so they are attached to the body at more points similar to the stock ones. Overall, looks great, value not bad for plastic fenders, but I'd give them a 3/5.

I was looking for the MP concepts on line: MEH 658 for just the front...THEN! I found the chineese manufacturer on Alibaba: $400 for all 4 with inners & signals!

I bought them, and love them for what they are. LEDs could be a little sexier (but they are sequential, and do have running light white - which does not match color tone of the factory LED, they're too blue but it's not a big issue), but overall they're cheap (but don't look cheap), and I won't care if I rip a chunk out of them (if it's even possible). They mount with little plastic nuts that you press (or in my case, rubber mallet) into some of the holes the original plastic crap-clips went into, then you screw the fenders into that with provided stainless bolts. I coupled them with the motobilt inner fender liners, those are really high quality but in hindsight i should have just gone with the paramount plastic liners because I'm thinking the aluminum ones are gonna be noisy offroad. Ah well.

I'm kind of in a tough situation; I have a JLUR with a lift and 37's. I need to get wide fenders to cover my wheels which are sticking out about 2" past the stock Rubicon fenders (I live in PA with crazy fender laws). I have been on the computer for far too long and I haven't found any JL fenders that will completely cover the tread of the wheels AND work with LED turn signals. Any recommendations, other than moving out of PA---which I am considering at this point, to fit the wheels? Thanks.
Have you been warned about the tires sticking out? I'm in PA and there are hundreds of trucks around here with the tires sticking out. I was pulled over years ago for not having mudflaps on my truck 8" lift running 38's like the mudflaps were really going to help!
