Does anyone know if the 35" tires are MANDATORY on the 2025 Rubicon X ?

The few that I've seen for sale ALL seem to have them

No- The V6 manual comes with 285/70’s. The 2.0 / auto with the 35” tire pkg is extra , also 4.56’s . Although reportedly the auto is now available with the V6 and the B&P doesn’t show it, so maybe now available with the V6 auto 🤷🏼‍♂️

The 35’s come with the auto option automatically. Not an option on the manual.

Go cart.
The better question is why wouldn't you want better gears, wheels, knuckles, and axle in addition to the 35s for that price? Even if you were dead set on 33s I'd get the 35" tire option and sell the tires to run whatever tire you want.
Because I can’t get a manual transmission with the 35” tire option.

Rubi X is different from the XR package (which is where you get the 35s and 4.56s).
