You may have more up to date info than me. I seem to recall that Peugeot had a significant Chinese stockholder. Should the merger be fully completed, that shareholder will own a significant stake, about 10%-ish, I think, of the merged company.

I don’t know the cap table for the combined entity so I don’t know what voting rights apply to which classes of stock (assuming that there are various classes at all) so it’s hard for me to determine “control”

According to what source? Exor N.V., an Italian investment group controlled by the Agnelli family, owns 29.19% of FCA and controls 44.31% through a loyalty voting mechanism per their annual report.

That is a joint subsidiary with China for sales in China. China requires that for any foreign company operating in China.
