when i got my first J**p everyone in the group i wheeled with the most (~dozen+) had their Amateur (HAM) license; that was just after the No-Code Tech license became available, and before FRS and/or GMRS was all over the place.
it was quite some time before i put any other kind of transceiver in my J**p, and that was a CB because that's what the Red Rock Wheelers wanted everyone to have at EJS. even they have finally gotten over that.
these days, i would recommend anyone looking for vehicle-to-vehicle Comms consider nothing less than GMRS.
but to the OPs question; some of the side-by-side Comm solutions like what have already been mentioned here would probably be best (if they're allowed to cover both ears while driving in their state).
not sure if it's the same for the OPs situation, but i have also seen that some of the kids 'on the spectrum' that i've worked with are actually soothed by having the lower noise that a full-coverage style headphone provides.

When you go that route initially focus on GMRS over CB and HAM. CB is extremely rare in my experience and I've never wheeled with anyone that expected others to have HAM.
